The Windows Forms Resource Editor is a visual layout tool that helps localization experts localize Windows Forms forms. The .resx or .resources files that are used as input to Winres.exe can be created using a visual design environment such as Microsoft Visual Studio .NET.

In the very early days of Windows, back in the 16-bit days, Windows used resource files that usually have a rc extension, as described in About Resource Files. Those files have definitions for dialog boxes, strings and other things. Dialog boxes for the Windows API is like forms in Windows Forms and pages or windows in XAML. A resource file serves a purpose similar to what XAML files are. The older type of resource files are compiled by a special resource compiler and the output of that is a res file. A res file is then linked  (combined) with the program to create an exe or dll file.

A resx file is functionally similar to a rc file but there are many differencs. A resx file uses the XML format but XML did not exist back when rc files were designed. The resx extension implies that they are an extended version of res files.

It is resource files. Which allows you to store the all text of header, footer, links, and other hard coded text in the application.

its more over very useful when you support for multiple languages english, hindi, japan, chinese, etc..,

You will be having equvelent files, and content will be loaded from appropriate resx files.

It has advantages of no need to change in appliction and build the application. Text can be changed in the resource file.
