Website for the Blind - JAWS

Hi, I need to develop a website which even the blind also can access (probably by using Braille technology). In my research I found I have to use something like JAWS - http://www.freedomscientific.com/products/fs/JAWS-product-page.asp
I don't know where to start or how to start. Has anyone got any clue!
