Refresh Database Manually

Question

Hello,

I want when the user send any message that will directly store in database and then hit the gateway.

for that reason I need to refresh the database.
and from database it will send the message in queue manner.
If the send sms is successful then it will store in another table.
if unsuccessful it will send a message to the sender that your message was not sent.
