Error: Build error in BugTracker.NET

I have BugTracker.NET application. Once i am going to build there is an error as below:- IT IS AN ERROR TO USE A SECTION REGISTERED AS ALLOWDEFINITION='MACHINETOAPPLICATION' BEYOND APPLICATION LEVEL
