Microsoft OCR in standalone desktop Winforms application

Hi, I need to use Microsoft OCR in my standalone Winforms desktop application. I have following  hardware installed-
Operating system= 8.1 
Winforms in VS 2013
But their  specifications states following  requirements:   
Operating system requirements
Client
Windows 8.1
Server
Windows Server 2012 R2
Phone
Windows Phone 8.1
 I am confused for the need for separate Client and Server? Do I need to install a separate Client and a separate server machine having the above different OS ?  My only requirement is to run the standalone Winforms/WPF C# application with the Microsoft OCR library? Please help..
