Step 1
 
First, we have to move to the Start window screen in Windows 8.

Then right-click on the "MyComputer" icon on the Desktop window and click on the open tab in the drop-down menu.

Now if you have installed Windows 8 in the C drive then follow the location address given below.
C drive >> ProgramData >> Microsoft >> Windows >> Start menu
 
But if you have installed the OS in any other drive then click on the drive in which you have installed the Operating System and follow the remaining path as shown in the following.

Now to create the start menu shortcut, just right-click on the folder and select Create Shortcut tab from the dropdown menu.

After that is done, a new window (a warning window) will appear on your screen labeled Shortcut. Click on the YES button then a shortcut will be created on the Desktop.

Now right-click on the Windows taskbar and in the dropdown menu click on the "Toolbar" tab and in the second dropdown menu click on the "New toolbar…" tab.

On clicking this tab a new window will appear on your screen labeled "New Toolbar - Choose a Folder". Using this window locate the Start Menu shortcut that you created.

Now after locating the shortcut folder just click on the Select Folder button.

On clicking this button we will see that a toolbar labeled Start Menu has been created on the Windows taskbar.
