How to create web site using unicode

Dear All,

Could any body help me how to develop a web application in Regional Languages like (Telegu,Hindhi,Tamil).I have to view all the text in my browser like a web portal in regional languages..

I hope we can do it by language unicodes But i had not understand the concept correctly.
