How to open Application( EXE file) click on URL from(e-mail)

Hi,

How to open Application( EXE file) click on URL from(e-mail).and join Vedio call directly in  Application(WInform C#). like,

some one invite for a vedio confrence session through mail or chat using link.

when we click on that link it will be open Application(exe file) and join confrence using that application.

 or

Skype when some send a link to join video call and if I our system have a Skype install already, it's an open video call direct click on the link. 

Please suggest some solution with some sample codes.
