How to show RIGHT and LEFT arrow on each edge of a page?

I want to display a large diagram on a web page.

The width and height of the diagram is more than the screen.

I have to show RIGHT and LEFT arrow on each side of the page.

How do I show right of left arrow on each edge of the page (if possible up and down as well).
