how we can run SQL Developer

Hi firstly i want to tell you i am new on oracle.

i have installed oracle 11 g in my local computer for learning.and now java jdk is installed.when i am clicking the sql developer it is asking the full path name and when i am giving the path then its just refreshing and then again asking the path.it is happening again and again.

please i want this type of window

then i can create new database and tables view etc like as a SQL . so please help me here
