kendo date picker min and max value not support windows 8,10

hi sir,

 

          kendo date picker min and max value not support windows 8,10 .how can i solve in this issue. please give me suggestion. the below error generated.

 

ERROR:

 

Passed string cannot be parsed to DateTime object.
