Query about making of software for Customer payback cards

Hi,

 

I want to develop a system which can take data from smart card and it has to be a desktop application such that whenever a customer purchases any product they will get 1 reward point for every Rs.100 spent.At the end of the year the customer will get a gift for these reward points.The concept is similar to the idea used in shopping malls and now in online shopping portals which is a kind of discount.

I do not have an idea about which language to use for the software development and how to build the entire application.Please provide me some knowledge about this kind of system and how it works with all the interfaces.
