sms short code and c#

I have developed a micro finance application and am now trying to get my account holders to access their account balances by sending a short code sms for example "bal ac 0001". 

I therefore need some good understanding of how the sms gets to my application and how i reply the sms. getting the sms to query my application is my biggest challenge because once it queries my app i can then easily trigger a reply.

 

any help will be greatly appreciated.
