Showing user's availability and expertise

It would be great if we show the available users list once we login into the application. All the users who are experts in certain area like C#, WCF, SQL and willing to answer the questions of other developers who needs help should be given a screen for settings like this: List of technologies with check boxes and save button. Who ever would like to answer must select the appropriate check boxes. When users login, they should be listed as available under that particular area. There should be an option available to send them message so that they may respond immediately. This helps developers directly sending a message or comment asking for help and the question will be answered immediately.
