India Requiring Open Source

The Indian government is now requiring that open source software be used for all central and state government systems unless there is a clear and reasonable need for it to not be open source. India's Ministry of Communication and Information Technology has stated that open source adoption is necessary to support the goal to transform India into a "digitally empowered society and a knowledge economy". The new policy requires that the source code for software systems developed for the government be available to the community to study, modify, and redistribute either in the original or modified form and must be free (from any form of royalty).
