How to draw window over Metro/Window Store Apps in C#

Hello, i need to display a window over any screen on windows 8 using C#. This includes: Desktop, Start Screen, and Window Store Apps. Anyone have any ideas? I also want to be able to interact with the window.

For those how think it cant be done. I have seen programs do it before.
