Hybrid Mobile App For Cross Platform

I need suggestion and advice, how to create and where to start mobile hybrid app for ios, android and windows phone.

I have read a lot of article but really confused. There are many JS and many frameworks for that.

I want to develop travel app for all platforms.

My requirement is

1. App should be attractive and look like native apps.

2. Fast and user friendly.

3. how to use API in hybrid app such as web services ,WCF services etc.

4. I want to use as backend SQL server for saving data and in frontend Html5 css.

5. if i use visual studio 2015 preview then please advice how to create package for the Android and IOS.

In case of Android and IOS, create package option disable.

Please kindly assist me, how to start and which tool , js or framework use for my project.
