customizable drag and drop layout/maste rpage feature?

Question

I just want to provide the different master/Layout pages based on the new user visiting to my web. Is there any possible way with minimal development efforts. Some think like drag and drop of few controls for the specific users like customise masterpage based on user specification . Like in power bi we can pin to dashboard when ever we required and unpin from dashboard . Like can we pin the specific controls to my master page when required and unpin the controls ..?

 

If new user comes and want to  use my site  how best i can provide custmized layout without any delay like i have used the powerbi i liked the pin/unpin reports to dashboard like this is in possible in any way in my asp.net mvc or asp or any new technology which supports?
