B'Day remainder before one day (some timing)

Question

I want to add birthday message / alaram pop up in my C# windows application. And that alaram / message pop up after some time interval (fixed eg. after 15 min.). This alaram untill i have totally stop / close it.
Birthday list database is used as ms-access (oledb connection).
Please help me.
