Few questions about apache cordova and ionic

Question

i read a article from this site http://www.c-sharpcorner.com/article/getting-the-started-with-ionic-blank-app-using-visual-studio-2015/   and now i have few questions

1) i guess apache cordova is javascript library........am i right ?

2) when we can develop mobile apps using HTML, CSS and apache cordova then why one should learn ionic ?
what extra benefit we will get to develop mobile apps with ionic ?

3) author said- With Ionic, we wanted to build HTML5 mobile development framework,
which was focused on native or hybrid apps instead of mobile Websites.

4) what does she mean by native or hybrid here ?

5) she trying to say using HTML, CSS and apache cordova we will develop mobile web site not mobile apps with native look ?

please give answer for my 5 points. thanks
