2013 keeps popping up when you start Windows. It is very annoying and it just
does not go away.
I tried to uninstall it using Windows 8 uninstall but it
does not work.

What you can do is, disable startup option and it will not
start again.
Click on the Settings icon, click on Tools and select Options.
Select Personal and Uncheck "Automatically start Lync when I log on to Windows" and click OK.
Restart Windows and you should be good to go.
