Access specific file from server machine to local machine

Hi All,

 

I want to download a file from server machine which have a static ip address to on my local machine. 

 

so how i download the file on my local machine..How i pass a that server machine path which having a file on my local machine in code?

 

for eg

File at server : ***.***.***.***\C:\inetpub\wwwroot\Test.pdf

 

so how that path i pass on my coding to download that file
