please I want to Know how we can add diacritical marks using C#.net or VB.net??

  Every combining character (diacritic in our case) has a Unicode value. For example, the Damma ( ? ) has the value 0x064F. By inserting (char)0x064F just after any character, a Damma would appear on top of that character. It's impossible to determine where to insert each of diacritics since this is a very huge work relies on your knowledge of Arabic syntax and grammer. Besides this, computers are not smart enough to help you with this.
