1. Login to Azure DevOps: https://dev.azure.com/

2. Go to Organizations settings (Below left Corner).

3. Click on Settings.

Settings

4. Under General Section

Enable or Disable the creation of classic build pipelines.
Disable the creation of classic release pipelines.

Now you can create new Classic Build and release pipelines.
