How to Assign Licenses to Users in Microsoft 365 Admin Center

Assigning licenses in Microsoft 365 controls which apps and services a user can access, such as Outlook, Teams, OneDrive, and SharePoint. You can assign licenses during user creation or later to existing users.

Step 1: Sign In to Microsoft 365 Admin Center

  1. Open a browser

  2. Go to https://admin.microsoft.com

  3. Sign in using a Global Administrator or User Administrator account

Step 2: Open the Active Users Page

  1. In the left navigation menu, click Users

  2. Select Active users

This page displays all users in your organization.

Step 3: Select the User

  1. Click the user name you want to assign a license to

  2. The user details panel opens on the right

Step 4: Open License and Apps Settings

  1. In the user details panel, click Licenses and apps

This section controls:

  • Which license plans are assigned

  • Which apps are enabled or disabled

  1. Turn On the toggle for the license you want to assign

Step 7: Save Changes

  1. Click Save changes

The license is applied immediately.

Step 8: Confirm License Assignment

Still on the user panel, verify:

  • License shows as Assigned

  • Apps reflect the correct on/off state

Assign Licenses During User Creation (Alternative Method)

If you’re adding a new user:

  1. Go to Users → Active users

  2. Click Add a user

  3. Complete basic user information

  4. On the Licenses step:

    • Select the license

    • Configure apps

  5. Finish creating the user

This is the fastest method for onboarding new employees.

Assign Licenses to Multiple Users at Once

Option 1: Bulk Assign from Active Users

  1. Select multiple users using checkboxes

  2. Click Manage licenses

  3. Choose licenses to assign or remove

  4. Save changes

Option 2: Use CSV or Automation (Advanced)

For large organizations, licenses can be assigned using:

  • CSV upload

  • PowerShell

  • Microsoft Graph

This is typically used by IT teams or MSPs.

Common License Assignment Issues and Fixes

No Licenses Available

Cause: All licenses are already in use

Fix: Purchase additional licenses or reclaim unused ones

License Assigned but App Missing

Cause: App is disabled under license settings

Fix: Re-enable the app in Licenses and apps

User Can’t Access Services

Cause: Sign-in not completed or MFA pending

Fix: Confirm first login and MFA registration

Best Practices for License Management

  • Assign only the licenses users actually need

  • Review license usage monthly

  • Disable licenses for departing employees instead of deleting immediately

  • Combine license assignment with security policies

Final Checklist

Before closing:

  • License assigned successfully

  • Usage location set

  • Required apps enabled

  • Unused apps disabled

  • User can sign in and access services
