A control plane does not need to be a multi-year program. The fastest path is to start with one workflow that matters, and build outward.

Pick a high-frequency workflow (for example, requirements pack, architecture pack, or delivery pod outputs)
Define deliverable templates and review states
Implement core policy enforcement (data classes, tool access, roles)
Capture audit trail events end-to-end
Add two to four quality gates that catch the most expensive failures
Expand scope once the first workflow is stable and measurable
