Also, for C++ see MoSync; it is a cross-platform library, something like (in the sense of cross-platform) Mono except they use C++. I don't know much about it and you probably want to use Mono / Silverlight / C# instead but MoSync is an option. I cannot find a clear description of what MoSync really is; it says it is free but I think if you look at the licensing information you must pay for it if you develop applications you sell. MoSync can be developed using Visual Studio but it is best to use the MoSync IDE which is a customized Eclipse.
If you develop using the Android SDK and/or NDK then the most common IDE for them is Eclipse.
