what is the best .net technology to develope windows based application???

Well, in .NET, you have a choice between Windows Forms and Windows Presentation Foundation (WPF).

Windows Forms is the simpler of the two and I've always found it to be quite adequate for most purposes.

WPF has a steeper learning curve but can produce more sophisticated applications.

Of the two WPF probably has the better future even if the emphasis nowadays is on web and mobile rather than desktop development.

yes, winforms are easier, but if you take the time and learn WPF, you can use that knowledge latter on in Universal App/Windows Phone apps. So I would definitely start with WPF.
