I know that when I look at the original document, I see valid characters. When I see the document shown iin a browser wiondow, it is messed up in the manner you say and you see. I suspect it is a bug in the manner that documents get converted from Word format to HTML and/or an inconsistency of the encoding used.
The following shows the hexadecimal equivalent of the first seven characterrs in your post. I don't know what help that is. What article did you copy that from?
C3 ?
A2 ?
E2 ?
82 ?
AC ?
C5 ?
93 ?
Also, if you look at the definition of ASCII, you will see that ASCII is irrelevant to this.
