If you want to create a routine like backup data base or do any other task periodically, then you have to use a scheduled job, Of Corse If you have the right pemission to start the sql server agent.
If you open an SQL instance using Sql server management studio Under the Sql server agent node you will find some folders, you are concerned by the first one which is Jobs.
You right click it and you select new job. A dialog box will appear, you have to define a a job step

that holds an SQL statment and you define a schedule to that job inorder to be peiodically fired
