Basic Authentication Using Message Handler in Web API

could you pls anyone clarify while hitting postman in Basic Authentication Using Message Handler in Web API is working but from application its not working?

i am getting error from application Access to localhost was denied You don’t have authorization to view this page.
HTTP ERROR 403
