Develop an algorithm that creates a vector of 10 random numbers between 1 and 10 and checks if they are in ascending, descending or scattered order.Sorry for my grammar mistakes. English isn't my first language

If by vector you mean a list of typed elements, I was able to hack something together like this:
internal enum ListState
{
   Ascending,
   Descending,
   Scattered
}

internal static ListState GetListState()
{
   List<int> list = new List<int>();
   int elements = 10;

   Random random = new Random();
   for (int i = 0; i < elements; i++)
   {
      list.Add(random.Next(0, 10));
   }

   bool isAscending = true;
   for (int i = 0; i < list.Count - 1; i++)
   {
      if (list[i] >= list[i + 1])
      {
         isAscending = false;
         break;
      }
   }

   if (isAscending)
   {
      return ListState.Ascending;
   }

   bool isDescending = true;
   for (int i = 0; i < list.Count - 1; i++)
   {
      if (list[i] <= list[i + 1])
      {
         isDescending = false;
         break;
      }
   }

   if (isDescending)
   {
      return ListState.Descending;
   }

   return ListState.Scattered;
}
There are likely some more streamlined ways to implement this but it should suffice for a proof-of-concept.

Please define vector, so that we can help. I don't have any idea what is a vector .
IEnumerable nums = Enumerable.Range(1,10);
foreach (int num in nums)
{
Console.WriteLine(num);
}
