C# sending SMS through API

Hi, im trying to send OTP through API from my desktop application. its working fine, SMS is sending if im connected my laptop in WIFI. but when im installing my application in LAN connected Desktop its not working, SMS not sending. same application if the desktop is connected in wifi its sending SMS.

i dont know where, in which part of code i need to check.
