Callouts(Balloons) in C# Aplication without using third party control

Hi,
I want to add callouts(oval or Rectangular) functionality in my C# Application at runtime without using third party control.
Could anybody suggest me any solution.
Its Urgent.

how can we use WPF in VS2005?

Expression Blend have some Callout controls.Notice that they are XAML based.
You will need to use WPF or Silverlight.
