Could anyone knows how caml query looks for not beginswith or not startswith.

any advice or directions would be greatly appreciated

Which version of SP are you using? As far as I know in SP 2010 we have something called NOT INCLUDE in CAML which was not well mentioned on MSDN.

Maybe SP 2013 and 2016 it is addressed.
