Metro style applications require support from the Windows 8 OS and I haven't seen any suggestion from Microsoft that they could or would retrofit this support to Windows 7.
DevComponents have created some 'Metro-like' controls for Windows 7 but they're not 'true' Metro components, just look-alikes:
