Sure it can. Soap is the XML part. WebServices are the HTTP part. A proxy server can block HTTP as well as any other protocol or port. A SOAP packet, WebService or HTTP can go over any port, not just port 80. So yes it can block it, and maybe the soap isn't going over http. Most SOAP DOES goes over http, which is USUALLY port 80. Most Proxy servers don't block port 80, that's what they're there for, to provide access to port 80 through the firewall. Long story short, if your SOAP is on port 80 and you can browse the web on port 80, the proxy doesn't block port 80 and your webservice will get through. If not, it may be blocked.
