Can we connect online mysql DB to Windows phone app??

I am not sure. but, I don't think it is possible. WCF web services are built in .NET.

mod_mono and mono-server2 support running the limited subset of WCF that is implemented in mono behind an apache server.

Yes. You can connect with MySQL Database from Windows Phone Application.

But for that you have to use WCF Services.
