Can we create static constructor with parameters? Why?

No, you cannot.

And the answer to why is quite simple and logical.

A static constructor is called implicitly (meaning without the use of new keyword) by the framework internally. As such there is no way you could possibly pass the parameters to it.

A static constructor doesn't have parameters because static constructors cannot be inherited or overloaded. A static constructor cannot be called directly and is only meant to be called by the common language runtime (CLR).
