Can't access the file. It might be in use, you might not be able to access the computer where the file is stored, or your proxy settings might be incorrect.

This is annoying why Microsoft can't fix this kind of minor problems?

A big problem that Microsoft has is that they are usually lousy at providing diagnostic information. It would help if they provided a more useful indication of where the error is (in use, unable to access the computer, or proxy settings) with all relevant data available such as what error they received from the other system. Their error information is usually not as complete as it could be.
