There are two ways to capture a Webcam.

You can either user Flash player that has a function to capture an image from the webcam or you can use Silverlight webcam feature. Facebook uses Flash player to capture images or videos from your webcam.

It is likely dependent on the camera. You need to look at the documentation provided with the camera. The thing to search for is for articles and samples for that specific camera. Also look for classes or COM objects that the Windows Media Player provides and for software such as that. Look for DirectX or DirectShow; I don't know much about them but they might help. There is an open-source application called VLC media player that might help.
