change my test exam project to make any exam into 3 categories

hello 

i have a project in asp,net application created by other developer who retired , he created the project to add one job and give the user permission to add the questions after that the recruitment departmet will add he candidates , once the candidate added the question will load to him , now they are asking once the job created it should be 3 categories inside (category A,B,C) .

- now i have to add category after i create the job so the user will see 3 instead of just

- the other problem when the recruitmet department add the candidates how cain i load the question to them  

what is the best way to solve this problem
