Why do you need to have the con. string in the config file when you want it to be dynamic? :S Put it in a class in app folder

As mentioned in my previous post, you can't change the connection string once MSI file is created.

If you can tell us what you are trying to then we would be able to assist you in better way or look for an alternative solution.

You can't modify the web.config after creating the msi file.
