Could not create a new page layout in sharepoint online site

You need to have SharePoint Admin access in the o365 Admin Center. This should resolve your access related problems.

Not Site collection Administrator, i told about SharePoint Administrator role from the Microsoft 365 Admin Center, this role will give you a high previlage in SharePoint Online. So that you can issolate your issue ..

To add a role -> login to Microsoft 365 Admin Center -> Under users -> Active Users -> Seelct your ID -> and select roles

Can you assign SharePoint Administrator role to your ID and then try to create Page layout
