Could not load file or assembly 'AjaxControlToolkit'

I developed project on Windows 7 & when I'm publishing it to Windows Server 2003 I got following error

Could not load file or assembly 'AjaxControlToolkit' or one of its dependencies. The system cannot find the file specified.

I also install "AjaxMin4Setup" on windows server, but again I got same error

So, please tell me what can I do ?

Their is no Application Pool on right panel
And In right click web application properties also not showing Application Pool
I am not installing Visual Studio 2010 on Server 2003, only install IIS & .NET Framework 4.0

So what can I do ?

In IIS, select the web application, click Settings in the right panel and there you will find Application Pool :)

I install .NET 4.0 on the server & their is bin folder & that also contain ajaxcontroltoolkit.dll in that.
I am not able to find Application Pools in IIS of server
I think default pool is .NET 2.0 so it's not working
So how can I change that default pool?

Please ensure .net4.0 is installed on server and AjaxControlTookit is present in the bin folder.
