Creating a setting file for c# project

This is snippy from another project - there is a settings file and app.config. Do I have to create them both and if yes - which one should be created first?

you can create appsettings.json and store the app confiugrations. You can check that article as how to read from appsettngs.json

Thank you for the link. I'm an intern and I'm not really familiar yet with everything. This project is copy-paste from another one and I have only launchSettings.json file
