A better formatting as per your requirement would be :

string str = "20111021";
string[] format = {"yyyyMMdd"};
DateTime date;
if (DateTime.TryParseExact(str, 
                           format, 
                           System.Globalization.CultureInfo
.InvariantCulture,
                           System.Globalization.DateTimeStyl
es.None, 
                           out date))
{
   string s = date.ToString("dd-MMM-yyyy");
   Console.WriteLine(s);
}

Output : 21-Oct-2011
