Let us remember that PHP is stored on the server so to achieve what you wish to do you would have to constantly send requests to the server to get the time.   That means you will have to have numerous page loads JUST to display the time  (Yes, I know AJAX can be used to make the  requests smoother but still it is an over-kill).    Why not use a client side language like JavaScript?
