.NET= Developers platform means an ecosystem for developers. (Theoretical concept). Which needs implementation.
Now there were 4 implementations of .NET earlier (Now all 4 are merged or better term is unified)
Now we need some actual workloads to develop an application.
These workloads or people also call them application framework are;-
Winforms---> which can target both .NET Framework and .NET Core. If you develop a desktop app (Winforms APP) by selecting .NET Framework then it will run on windows only.
If you develop a desktop app (Winforms APP) by selecting .NET Core then it will run on every OS like linux etc..
ASP.NET:- It is another workload for web development but targets only .NET Framework which means any ASP.NET application can only be hosted on windows platform (Windows as OS and IIS as web server)
ASP.NET Core:- It is another workload for web development but targets .NET Core which means any ASP.NET Core application can be hosted on any platform like (Windows with IIS), Linux with Apache etc.
There are other workloads that I dint discuss as were irrelevant to your question.
