Delete Sub sites

Remove-SPWeb can be used with OnPremise only.

The question is for online sites 

Try this, 

I don't think you can do that using PnP. Delete the web manually to move it to recycle bin. You can do the same for a site collection using Remove-PNPTenantSite command, further explanation is given in the below link.

Remove-SPWeb will delete the sub site completely, not send the sub site to the recycle bin.

 

And if you delete the sub site from site settings, the sub site will be sent to site collection recycle bin. Go to site collection site->site settings->site collection administration->Recycle bin->select the view “Deleted from end user Recycle Bin”.
